I interpreted this as not really a condemnation, but explanation. As in, a person dresses this way because they want to be looked at, but it isn’t an invitation to interact, but explained in second person.
Well two small things: first, there’s a lot of ways to look good, and I don’t buy “just likes looking good, doesn’t want attention” when there are ways to look good without drawing attention. There must be a reason to override that desire not to attract attention.

She’s been very upfront about the fact that she’s seeking validation and amusement in the form of attention from men who are sexually repressed by their culture and has no intentions of returning any of the attention she receives from them unless it benefits her. Many Korean hearts will be broken this summer.
