Often disabled people love being in the water.
Growing up, I saw kids in wheelchairs in special areas of a pool that’s just deep enough for their heads to be above water while sitting in a waterproof wheelchair and I was lowkey jealous.

It’s just lazy and or low budget puppet/flash animation. It’s the type of animation where each body part is a separate png and they are attached by rotating joints.

It’s called “Episode”. Brutalmoose has some playthroughs on Moose2, he does incredible voices. The games are terrible and very funny.

It’s so much more amazing than that. The games are an insane waste of money and they’re all written insanely, but they are super entertaining to see played through. I’d fully recommend “Kill my Love” or “Bad Boy Bachelor” on moose2 if anyone is interested.
To be fair, it does seem like web-swinging would be pretty difficult to do underwater.
