It’s unfortunate, but it does help out in many cases. There are many people who if you give them lots of space while they are in the left lane they assume you don’t want to pass and just sit there, move closer to them and they will move over. It’s unfortunate that it is this way, but many people are like this. They don’t have any understanding that people behind them want to go past them unless the people behind them start driving closer to them.

Slow down and don’t tailgate. I don’t see how riding someone’s ass, someone who is oblivious for whatever reason, is going to help anything out.
