They do in Europe. It’s annoying. I had to rearrange stuff amongst four carry-ons while standing in front of the check-in counter because one of them was too heavy. It would have all evened out and they knew that because they weighed all of them, but they still made me do it.
I live in the UK and regularly travel to and from the rest of Europe. Never had my carry on luggage weighed. Not on the way out or the returning journey.
I check in online and rarely travel with hold luggage, usually only a big rucksack to carry on, so maybe that is part of the reason.
Though one would think that would make them want to check the weight of my bag more??
I dont even know where they would weigh my carry on luggage as I don’t use the check in desks. Unless they discretly do it while at the security scanners?? That would be news to me.
Considering how many aviation disasters are a result of incorrectly weighing passengers and luggage, in addition to incorrect weight distribution, I can understand the caution
Okay that’s fair, I hadn’t really considered distribution on a plane. Still a bit silly when my carry-on was going to end up right next to my kid’s much lighter carry-on in the overhead bin, but whatever! I also know that policy is easy to lean on when consistently enforced. I did it in any case, even if I grumbled about it. (I was still nice to the agents though!)
I’ve only flown maybe 6 times from Europe, 2 domestic/Schengen and the rest international. I’m only counting the times I started at an airport within Europe.
So far never had my carry on weighed. France, Germany, Switzerland, Denmark, and Portugal.
Not saying it doesn’t happen just curious how common it is
Maybe it’s recent? My understanding is that it has to do with overall weight and fuel costs, but I could be totally wrong. I went to Spain in 2023 and I’m pretty sure they weighed them then, but not 100% positive. This summer was to Scandinavia and they did both ways.

Maybe they only check the rollers? I don’t think they checked my backpack (personal item) either.
